On July 4, 2025, the Ministry of Industry and Trade issued Decision No. 1959/QD-BCT regarding the application of official anti-dumping duties on certain hot-rolled steel products originating from the People’s Republic of China and terminated the investigation on the application of anti-dumping measures on certain hot-rolled steel products originating from the Republic of India. Accordingly, the official anti-dumping duty rates applied to goods under investigation from China range from 23.10% to 27.83%.
During the investigation process, conducted in accordance with the Law on Foreign Trade Management, the Ministry of Industry and Trade cooperated with relevant units to carefully assess the impact of the dumping behavior of imported goods on domestic manufacturing activities, the extent of dumping by Indian and Chinese manufacturing and exporting enterprises.
The final investigation conclusion of the Investigating Authority determined that:
(i) there exists dumping behavior of the imported goods under investigation from China and India;
(ii) the volume of goods subject to investigation and dumped imports from India during the investigation period is insignificant (less than 3%) compared to total imports;
(iii) the domestic manufacturing sector is suffering significant damage; and
(iv) there is a causal relationship between the importation of dumped goods from China and significant damage to the domestic manufacturing sector.
Therefore, the Ministry of Industry and Trade decided to apply official anti-dumping duties on certain hot-rolled steel products from China and terminate the investigation on the application of anti-dumping measures on certain hot-rolled steel products from India.
The anti-dumping duty rates on hot-rolled steel products from China may be reviewed and adjusted upon submission of request files by relevant parties in accordance with legal regulations to ensure that anti-dumping measures are applied correctly in terms of target, extent, and reasonable duration.”
